Does Your Solar System Need CCC Approval? Usually Not

This question comes up once a customer starts reading the paperwork, and the honest answer is reassuring: for a normal domestic rooftop system, CCC approval does not apply to you at all.

Where the line actually sits

Under Solar ATAP §8.1 your inverter capacity is capped by your supply phase — 5 kWac on single phase, 15 kWac on three phase. CCC approval, and its RM1,000 fee, applies only when you exceed that ceiling.

Being at the ceiling is not exceeding it. A 7.44 kWp system runs a 5 kWac inverter, which is exactly the single-phase limit — so it needs no CCC approval, no RM1,000, and no additional wait. The same holds for a three-phase system up to 15 kWac.

What your installation does involve

No CCC does not mean no paperwork — it means the paperwork is ours, not an extra hurdle for you. A standard residential job runs through:

  • SEDA registration under Solar ATAP, with the required building drawings. §7.1 requires panels to be roof-mounted on a building within your premise.
  • The Solar ATAP application to TNB, submitted by us.
  • A bi-directional meter change by TNB where one is needed, so import and export are measured separately.
  • Commissioning, after which TNB issues your Solar ATAP welcome letter.

We handle the SEDA submission and the ATAP application as part of the installation.

Two things we will not guess at

We would rather say this plainly than publish a number that turns out to be wrong for your premise.

The TNB charge for a bi-directional meter is set by TNB, and whether it falls inside a given installer's quoted price varies. Ask us and we will confirm it for your account rather than estimate it.

The cost of upgrading single phase to three phase is quoted by TNB per premise and depends on your existing supply and the distance to the nearest three-phase source. Ten customers have asked us; we do not publish a figure because we do not have one we can stand behind for every case.

Confusing CCC with something else

"CCC" also stands for Certificate of Completion and Compliance in Malaysian building law, which is about occupying a building and has nothing to do with your solar system. If a contractor mentions CCC in a solar context, ask which one they mean — in ours it is the TNB capacity approval described above.

The one-line answer

If your system sits at or below your supply's kWac ceiling — which nearly every domestic rooftop system does — there is no CCC approval, no RM1,000, and no extra wait. If you are being told otherwise for a standard house, ask which capacity limit is being exceeded and why.
