Malaysian energy audits are governed by the Efficient Management of Electrical Energy Regulations 2008 (EMEER) and aligned with ASEAN Energy Efficiency and Conservation standards. Understanding the regulatory landscape helps you choose the right audit level — and avoid compliance penalties.

Who Is Legally Required to Conduct an Energy Audit in Malaysia?

Under EMEER 2008, any Designated Consumer — defined as a facility with 3 consecutive months of electricity consumption exceeding 1,638,000 kWh or an annual average demand above 2,250 kVA — must register with the Energy Commission and submit an energy audit report every 3 years. Penalties for non-compliance include fines up to RM 100,000 and criminal prosecution.

Level 3 — Investment Grade Audit
