Malaysian energy audits are governed by the Efficient Management of Electrical Energy Regulations 2008 (EMEER) and aligned with ASEAN Energy Efficiency and Conservation standards. Understanding the regulatory landscape helps you choose the right audit level — and avoid compliance penalties.
Who Is Legally Required to Conduct an Energy Audit in Malaysia?
Under EMEER 2008, any Designated Consumer — a facility whose electricity use is above the threshold set in the regulations — must register with the Energy Commission and meet its energy management and reporting duties. Level 1 — Walkthrough Audit
An auditor visits your facility, walks every floor, reviews 12 months of TNB bills, identifies obvious energy waste (lights left on, inefficient chillers running at wrong setpoints, compressed air leaks), and delivers a prioritised recommendation list. No metering equipment is installed.

The data is modelled against your operational schedule and utility tariff to produce verified cost-benefit analyses for each recommended Energy Conservation Measure (ECM). This level can support GITA documentation for qualifying equipment (subject to MGTC verification).
